Windows 8.1 USB devices work in bios but not in log in screen.

Hi there, as the title describes USB devices are no longer working when trying to boot into windows, the num lock light on the keyboard switches off just as the win 8 log in screen appears.

It is a self built system, specs are:
I7 4440k
16gb (2x8) Ram
120gb (OS) SSD
1tb storage Hdd
Gtx 770
Gigabyte z87-d3hp motherboard
Xfx 650w psu.
Windows 8 OEM upgraded to 8.1 through the App Store.

I have not been doing anything unusual that might have provoked this malfunction, it just happened when I got home from work :S

Troubleshooting steps:

Plugging USB devices into different ports on the case and the mobo. I was able to determine that power is coming through the USB as chargers work even on the win 8 log in page.

Setting legacy devices in bios to enabled and disabled didn't do anything.

System restore in windows didn't work, it claimed to be unable to access a file after completing the restore *rolls eyes*.

Tried system refresh but apparently my oem Cd is not the correct installation media...

Tried booting into safe mode using cmd prompt, hasn't changed anything.

I just cannot understand how this could have occurred, I have changed literally nothing! I cannot change anything in windows as I cannot input commands...

Does your USB mouse work?
Have you try another keyboard?
Could be a virus infection, try with a PS/2 Keyboard if you have or if your board supports it.
Reset your bios back to defaults
Did you plug your keyboard to the USB 2.0 ports? USB 3 might not work until drivers are installed.
