looking for a PC to play watch dogs

A friend of mine wants to play watch dogs on medium , 720 p. And willing to buy a PC .
With these specs will he be able to play?
Cpu : Pentium g324 .80$
Motherboard: Asus H81 .60$
Ram: 4GB .40$
HDD: 500gb 5400rpm. 50$
PSU : 430 watt. 40$
GPU : HD 7770. 100$
30$ for case and total = 370$ . 400$ is his budget.
Please suggest upgrades if necessary.

To answer your question: probably not.
Here is what I would suggest:
Upgrade the ram from 4 to 6 or 8GB. Watch dogs requires minimum 6GB to run.
And instead of the 7770, get this card instead:

after Mail in rebate its only 5 dollars more, has about 20% greater performance and 2GB of VRAM. I read somewhere that Watch Dogs does tend to utilize a large amount of VRAM
and finally, you might want a bigger power supply
after Mail in rebate, this one is 10 dollars more than the 430 you had down

that should be able to run watch dogs fairly well.

Watch dogs 720p, 30fps, medium is not terribly demanding. Does your friend already have that PC?
