Need help installing legacy AMD graphics driver.

Recently i reinstalled Windows 8.1 and i'm having problems installing drivers for my graphics card. I have my ATI Radeon HD 4300/4500 series graphics card connected via HDMI to my LG TV and i my picture is underscaned, so i want to install AMD Catalyst software to adjust it. The only problem is that there are no legacy drivers for Windows 8.1 (two months ago i got them installed somehow but i forgot how and even searched on the internet). I tryed to unistall Windows drivers (in Device Menager) and then install AMD drivers and tryed to install them from Device Menager but nothing worked. Any help would be very appreciated.

You shouldn't need legacy drivers as there are current graphic card drivers for Windows 8.1.

AMD Drivers

Assuming this is a desktop computer:
Step 1 - Select Desktop Computer
Step 2 - Select Radeon HD Series
Step 3 - Select Radeon HD 4xxx Series PCI-E
Step 4 - Select you version of Windows 8.1
Step 5 - Click Display Results

The Windows 8 drivers are not compatible with Windows 8.1 when i try to install the drivers they always fail. Also it's a PCI-e card Radeon HD 4350 (probably), Windows recognizes it as Radeon HD 4300/4500. Also 13.1 driver freezes while 13.4 beta passes but fails to install only the driver.

Hi guys,
I am having a problem with the same configuration - Win8.1 and Radeon HD 4300/4500, only I am unable to extend the display to a second monitor (TV). Every other configuration, duplicating or making the TV the only display, seems to work. Any ideas?

I should probably mention that windows still seems to be using the Microsoft driver and Catalyst Control Center does not want to start, saying that there are no settings that can be configured through it.
