New GPU still low fps

So i mainly play games like Minecraft, CS:GO, TF2, Garysmod, Bf3. on low everything off
My specs are:
Pentium (R) DualCore e5700 3.0GHz (Pretty bad)
Radeon HD 7770
Ultra Professional LSP v2 550 watt

and im getting the same fps i got with my GT 430 with a max of 5 - 10 fps increase on low still.
Is it i just have really bad specs for gaming or is it something else?

8GB of Ram,
GPU usage maxes out around 20% where CPU is 90 - 100

In that case your CPU is limiting you heavily, depending on your motherboard you might be able to get a quad core or at least a high end dual core in there. Was your computer built by a company like Dell, HP, etc? if so what is the model?
If not what is the model of the motherboard?

Yeah, a CPU bottleneck as said. A i3 will go good with that GPU (My friend has a setup like that).
