Meeting the requirements for Arma 3 but still 15-20fps

When playing the Arma 3 multiplayer, I experience really poor frame rates. Even though I meet all the recommended pc requirements. I was hoping someone could give me some advice, I'm still pretty new to pc gaming. Here is a list of my components:
-MSI GTX 770 2gb DDR5
-Intel core I5-2500 3.3ghz
-MSI p67a-gd65 motherboard
-Windows 7 64bit
-4gb Ares ddr3 RAM (2x)
Most games seem to run really well on my pc. I can max The Witcher 2 and still keep a really solid frame rate. But some games really struggle despite not being as demanding. Wolfenstein The New Order was downright unplayable in some areas. It also seems strange that even if I put the settings on the lowest possible quality I don't experience a boost in frame rate. Is there anything I can do to improve performance? Thanks everyone.

Are your drivers up to date?

Yep, my GPU and motherboard drivers are up to date.

hmmm. I had a 770 but never played those specific games, I had a issue with bf3 that was doing something similar and after a VERY long time I just said screw it one day and uninstalled it, about a month later i re installed it and it worked perfectly. Maybe just try a game re-install? sorry I cant be of more help.

Yep, sometimes software just does weird things, for example when I first OC'd my gpu, bf4 would never work, but benchmark and crysis 3 would, re-installed it on a whim, bam, worked perfectly.
