You'll see the i3-4340 is within 5 fps of the i5-4670, and should therefore be directly comparable, if not better than, the i5-4430. Remember, the i3s have HT, which does make them more than a simple dual-core; they can run 4 threads, and when that's combined with the higher base clocks the best i3s can match or beat the weaker models of i5 (such as the i5-4430 you're looking at) in gaming performance, and aren't much weaker than the stock-clocked high end of i5s.

The i3-4350 is actually cheaper and marginally stronger than the i3-4340 right now (i3-4340 got a price bump from shortages/high demand and is therefore more expensive than it should be). The i3-4350 can be picked up for $140-$150, and is a great performer for the price. It's putting every stock-clocked AMD CPU to shame in professional reviews and game benchmarks. I faced the same decision a while ago, and you can see I went with the i3-4360 instead of the i5-4430.

The i3-4350 should be a good option here, and should perform virtually identically to the i5-4430 for less money, and less power consumption (you'll be stressing that Corsair 430 hard enough with an R9 270X, no reason to use even more power on the CPU).

Also, get rid of the sound card. Motherboards have sound chips built in; $15 sound cards are no longer needed. Sound cards now are only worthwhile in niche markets.
