Im gonna be spending $950 on mine but my friend is gonna be building one as well. Here is his info:

Budget: $750- $825 with Operating System He needs an HDD And an SSD. SSD Can be small he just needs it to hold OS and Programs on so they boots up faster.

He's gonna use this to Stream on Twitch, Record for Youtube, and Render Videos For Youtube.

He's gonna be playing Dayz, Minecraft, Rust, Arma III, Call Of Duty, BF4, Gary's mod, Left 4 Dead 2, and a few other steam games.

Needs to be able to play these games and stream/record at same time without lagging.

Also it needs to all be set for newegg on pcpartpicker, because His parents are all the parts at once.

This is my suggestion mate :D

Solution
At this budget level, I'd tell him to seriously reconsider the SSD.

If the priority is gaming, the most important part is the GPU. If he wants to play those games listed at high fps, you need a solid GPU. I wouldn't get an SSD in my system unless I had at least an i5-4690K (if I'm going intel), and a gtx 770 (or R9 280X). Only then would I add an SSD.

SSDs are great for windows boot times and game load times, but do nothing for frames per second. FPS is the most important thing for me in a gaming machine. I don't care how fast the game loads if I'm getting low FPS.

If an SSD is non negotiable, I'd go for fillipi's setup above. It's a good one for that price.

For what he wants he is going to need at least 16gb of ram and a better mobo for overall intigration never hurt anyone. If u must, downgrade the mobo and psu and then upgrade the gpu to the 280 or 280x I agree. Windows 8 is a waste of time, only reason to get it is for the cheaper conversion to windows 9 in the future, otherwise stick with 7, save 30$ and u wont be disappointed. Also no need for 128gb ssd the 60 is plenty for just the OS and a couple games that hes currently into.

Should OP spends $56.98 for a 60GB SSD or $57.99 for a 128 GB SSD? :D
