i7-4790k High Temperatures

I've recently built a new rig and my i7 has been having abnormal temperatures. It sits around 38C-45C at ~6% load, 60C-80C at 20% load, and 100C at 50% load. It was the same with the stock cooler except the temperatures were a bit higher. My current cooler is a Rosewill RCX-Z300 paired up with a long rice grain(across CPU) amount of Arctic Silver 5. I've tried reapplying thermal paste around 3 times during this past week, I even clean it up with ArcticClean. Any solution to this? Could it be a faulty CPU? Another thing to note is that 2/4 of the push pins don't "click" when I press them down; it's the same with the stock and aftermarket cooler. Thank you.

Pardon me, yes it does state it's compatible
Though it definitely is the fact that 2 of the connectors are not fitting in right. Maybe contacting Rosewill will help solve this fitting issue. Should be normal temps once that is done. Goodluck
The 4790K is known to run hot, so people tend to get coolers known to be of top performance. Most on a low budget would go for the hyper 212 evo cooler http://uk.pcpartpicker.com/part/cooler-master-cpu-cooler-rr212e20pkr2

Half the push pins not click locking into place is big factor and most likely your issue, contact the support line for your motherboard. What is the motherboard model?

EDIT: just noticed that rosewill cooler is meant for a 775 socket cpu too, definitely not the category you would want for an i7. maybe also a reason why it's not fitting on your motherboard which must be socket 1150 for that cpu

The RCX-Z300 will support Intel Socket LGA 775 processors including the Core 2 Extreme, -Quad, -Duo and Pentium D, -4 and Celeron D CPUs.

My 4790k runs pretty hot too, even on liquid cooling. But not nearly that hot... I would guess that you have one of the lesser chips out of the batch. You could try contacting Intel, but I have no experience with their RMAs/customer service. Good luck though.

I just re-did my little cooling set-up with a fresh application of thermal paste and I checked if the pins were properly secured. Turns out one of the pins were poorly jutted in so I applied more pressure than usual(I was afraid of breaking the mobo) and secured it nicely. In the end, everything is a-ok and my temps are normal for a fresh application of thermal paste. Thank you for helping me. :)
