My new PC is acting up.

I bought this pc last week and everything was going fine. It was playing games nicely with good graphics settings. From the very beginning I could hear a weird buzzing sound. Today tried to play games and they have all started running slow. When I put on my earbuds and play the buzzing starts. The buzzing halts for about a millisecond and when that happens the frame rate drops too. I could play elder scrolls online just fine on ultra with two settings (water reflection and shadows off) at 45-60 fps. Now i try to play the game and i get into the low 20's. The buzzing starts off low and then gets higher pitched as i play. When I'm on the character selection menu i can see that the frame stutters for a millisecond, but it keeps happening. It hiccups. So I think it may be the video card or PSU. But maybe someone knows better? BTW when I bought the pc I had it in a cart to take it into the parking lot. The parking lot was very bumpy. Could that have anything to do with it? Also I've accidentally kicked the pc multiple times. Just a slight nudge when adjusting my feet under the table. Please help me out because I have a week left to do something about it.
