i was going to by a hp envy phoenix desktop with a gtx 770 and i7 4770k... but then i found out it has liquid cooling... that sounds so sketchy to have water pumps in your desktop.. is this safe or should i choose something else?

Water cooling has come quite a long way. They are all closed loop meaning the same liquid recirculates, so don't worry about constant maintenance. Water-cooling is the best option to keep your components cool, better than air!
Don't let the difference between liquid and air cooling sway your decision - You won't have any trouble with either.

What some people have done is that they first run the liquid cooler through the power supply to check to see if there is any leaks, and if it does then you can easily fix it without ruining your components.

That doesn't work for down the road at some point. You'll never see a warranty that covers leaks on those.

Water cooling has no sort of water in it at all. It is a non-conductive oil, designed for maximum heat dissipation and safety in mind. You could submerge a PC in the stuff and no harm will come to it.
