trouble with windows 8 booting properly

Hello I am having trouble with windows 8 booting properly. whenever I boot from the ssd that the OS is installed on it posts then nothing a blank red screen. by the way red is the color my windows is set too.
It Is a newly built PC so I expect bugs and help.
Do i need a fresh install?

Try to do a system repair by pressing F8 as soon as you power on until you see the startup repair and safe mode screen. Try the repair option first. If that doesn't work you'll probably need to reinstall the OS. You may need to install any drivers that came with your motherboard and other hardware rather than using the included generic drivers windows uses as a starting point.
