Few Questions about PSU, Filters, and Stray Cables

So I have a few concerns about my recent build.

My case came with a flimsy dust filter that came off on transit from a lan event, it is a bottom mounted psu with an intake fan, I cleaned it out today, and slapped it back in. If I clean monthly or every few weeks should it be fine, or should I get a dust filter?

Also, stray cables (molex, or other power connectors) short my board if they hit it in the wrong way? I don't have a modular PSU.
 
Solution
I assume that the "filter" is actually some plastic net which is incapable of filtering dust, but only capable of getting clogged with dust and blocking airflow. If I was you, I would buy some air filter that is used in kitchen aspirators, cut it to size and install it instead. Not just for PSU but for all intakes in case. It will reduce airflow a bit, but it will keep the dust form going in the case.

Use zip-ties for cables.
