R9 270x Bad Performance

I recently purchased a MSI R9 270x Gaming 2GB Edition and I'm rather underwhelmed by its performance. I have a friend who plays similar games as me with a R7 250 OC and gets better frames than me in most games and applications. Aside from the graphics cards, my build is slightly better than his in every aspect, which makes me question why my frame rates are so low. After reading other threads, I've already tried screwing around with the RAM speeds and the drivers, but nothing seems to change it. Any solutions or words of advice?

We both run at 1080p, and in terms of settings, he usually plays them higher than mine. He also gets a good 20+ frames higher than mine, which is unacceptable considering I payed 100$ more and my card is apparently around 130% better than his.

A:
Mine -
CPU: FX-8320
RAM: Kingston HyperX 8GB 1600Mhz
Hard Drives: Samsung 840 Series SSD 500 GB, Seagate Barracuda 1TB with 64MB cache
Motherboard: GA-78LMT-USB3
PSU: Corsair CX600 600W

His:
CPU: FX-6300
RAM: Kingston 8GB 1600Mhz DDR3 Non-ECC Desktop PC
Hard Drive: Western Digital WD 1TB Caviar Blue SATA 3 3.5"
Motherboard: Gigabyte GA-970A-D3 AM3+
PSU: Corsair VS Series VS650 650W Watt ATX

B: Yes, I've tried new and slightly older drivers

C: I'm pretty sure my motherboard can't handle 3 monitors plugged into it (and yes, I have tried unplugging other monitors and using it with one)

This issue has me dumbfounded. I sincerely hope it isn't just a faulty card.

All results are maxed out and averaged on both systems
Minecraft: Mine - 60 FPS, his - 120 FPS
Borderlands 2: 60 FPS, his - 25 FPS
TF2: Mine - 90 FPS, his - 105 FPS
Euro Truck Simulator 2: Mine - 40, his - 50 FPS

My GPU seem to max out around 85% usage for every game, which is strange.

I suspect the problem is your motherboard, they werent designed for the high power consumption 8 core FX CPUs, your friends 970 is much more suitable.

The low end AMD boards tend to throttle performance heavily when under load as the VRMs get way too hot.

I would suggest getting a decent 970/990FX board with good VRM cooling.
