My specs are q6600 2.4GHz core 2 quad
4 Gb ddr2 800
250 gb 7200 rpm hardrive
gtx 750 1gb
and whatever motherboard comes in the dell xps 420

Your RAM looks to be the weakest link. Upgrade that to at least 8 GB for the latest games.

Your CPU + mobo + RAM is old and weak. As mentioned, that 4gb 800MHz is really slow.

if i upgrade the ram then what is the botteneck?

it's doubtful the RAM is a major bottleneck unless your question is "why don't I get the same FPS as people who review the GTX 750?"

what games are you playing?
what resolution are you playing these games at?
what FPS are you getting and what do you expect to be getting?

i play games such as borderlands 2, skyrim, chivalry, and doom 2 at 1360x768 and get decent fps now but my main priority is to be able to play those games at medium or high at decent fps at 1920x1080 when i get my new monitor.

when you play at 720p the burden falls mostly on your CPU, at 1080p the burden is transferred over to your GPU. with your specs you should have no issue with doom2. skyrim will play OK at high settings (not max) as should borderlands 2. I don't know much about chivalry.

techspot has hardware reviews of skyrim and borderlands 2 but expect the Q6600 to give you athlon II x4 performance

the good news is the Q6600 OC very well

The reason i haven't overclocked is that the bios doesnt allow it.
