New build issue. CPU fan works, can't achieve post. Please Help!

New, first time builder... Issue is I've hooked everything up and only the fans are working. The weird thing is the CPU fan IS working while it seems the motherboard isn't getting power. System doesn't achieve post, boot etc.
I'm using:
MB Asrock h97m pro4
CPU i5 4590
GPU R9 290
PSU seasonic G-650w

Does you motherboard have a little [88] error display? Mine was showing some code I didnt recognize and wouldn't boot, but I think the fans would turn on. Turns out, I had one RAM stick that wasn't in quite all the way. You really have to pop those suckers in there. Check your DIMM sticks.
