I'm hoping to get some feedback regarding the following :

I have an AMD Radeon HD4650 graphics card installed in my PC, but I just discovered that an XFXforce Radeon HD6670 graphics card is currently available on clearance at a great price.

I'm not a gamer and don't plan to ever use my PC for playing video games. But could I still expect any benefits from upgrading to the HD6670?

Could such an upgrade improve the visual quality/clarity of my videos and movies ? Also, I do a lot of video editing (just basic cutting, joining, and converting). Would the added memory from the 6670 (2GB versus 1GB from my existing card), help the editing process run any faster?

Both the HD4650 and the HD6670 are solid, entry level, general use GPUs. As manofchalk indicated, upgrading to the HD6670 will yield only minimal increases in capability. Honestly, you would be better off saving the cost of the HD6670 and saving for a more capable GPU.
Nope, and even if you were a gamer, the 6670 is a low end card from two generations ago and wont offer much more than your current card.

Basically, both cards are so low end and old that they might as well perform the same. Their both that weak in comparison to current hardware.

Assuming you have a 64bit O/S, system RAM would be the best use of $$$$. If you get 16GB you could create a RAM disk to use for scratch space for your video editing software. After system RAM, more CPU cores or faster clock speed for your CPU. It is possible, that the video software you are using might (big MIGHT) benefit from an NVIDIA video card rather than an AMD. The software MIGHT be able to use CUDA to accelerate but it is unlikely that what you do would benefit.
