Do I need a water cooling system?

Hello...
I recently decided to upgrade my pc and I have already got,
Graphics Card: MSI Radeon R9 270 2GB
Ram: G.Skill Ripjaws 12GB DDR3 1333
I'm looking to get a new cpu and motherboard. I know the Intel CPUs are better in general but i'm going to towards AMD due to budget issues.
I wanna get the,
CPU:AMD FX-8350 Black Edition Vishera 8-Core 4.0GHz
Motherboard:ASUS M5A97 LE R2.0 AM3+

Would I need a water cooling system if i want to overclock it?
Would I need a water cooling system if i don't wanna overclock it?
And which option is better in terms of overclocking it or not, if i want to do mainly gaming/ Engineering design programs/ a little programming.

Overclocking it is good for gaming and water cooling is fine because it keeps you pc cool and leaves room for future updates so you don't need to get new cooling every time you update

So should i get a water cooling system for the new CPU and motherboard above? or should i stick to the cooling and heat sink that comes with the cpu?

I would go with just about any aftermarket cooler over the factory-included one, which is loud and inefficient.

You don't *need* water cooling. It certainly doesn't hurt to have it, but you really don't need it. Especially if budget is a concern. The Cooler Master Hyper 212 Evo (http://www.newegg.com/Product/Product.aspx?Item=N82E168...) is a really, really good air-cooler that kept my FX-4350 (4-core version of the chip you're getting) below 55°C at *all* times. (I upgraded to a Corsair H80i closed-loop water cooler (because I wanted one, not due to need) and gave the Hyper 212 Evo to my Intel fanboy friend, who has nothing but praise for it on his 4770K.)

That being said, if watercooling is, for any reason, your preferred path, there's not a lot of selection in the 50-60 dollar range. The Cooler Master Seidon 120V (http://www.newegg.com/Product/Product.aspx?Item=N82E168...) looks like the best you'll find in that range.

Thanks for the great information. Personally i'd prefer just a air cooler like the cooler master Hyper 212 Evo since a lot of people have recommended it. I just wanted to know whether i have to get a water cooling system for my FX-8350 or not to keep it cool because i read a review somewhere saying it is needed otherwise it heats up over 62C which is the danger zone. Since I don't have to and an air cooler would perform good with the FX-8350, I think i'm gonna go with the Cooler Master Hyper 212 Evo.
