Open nat for xbox 360 to play halo 3.

I have been getting a lot of different advice on how to do this but nothing I try is working. Also from my understanding there are three different levels, strict, moderate, and open. I think mine is moderate at the moment and I can't connect to a few friends online.

So far I have tried turning on/off UPNP, DMZ the ip of xbox,, turning off the firewall, and port forwarding

I still get errors saying my nat is NOT open.

I have a belkin N300 WiFi Router. Model F9K1007v1 (01B). Firmware is up to date. I am plugging into router with 100ft cat5e wire. I have a wireless pc which I am using to edit router settings. I believe my roomates use two other wireless laptops.

Not sure if useful information but I notice the nat warning messages only come on from time to time. For example last night was fine, I could connect and got no warning messages, but just now I can't connect to a few friends and I get warning messages when I try to find a game online. I also noticed that sometimes the private ip for my xbox changes, switches with the one for my pc.
