fps drops to 30 in every games please help (new custom rig)

so i just upgraded my PC from A6 to FX changed the motherboard too.. but now the problem is i'm getting less fps on each and every game like in watch dogs i'm getting only 20-45 fps !!! gta 4 same and metro same... it seems like something is stopping the graphics card to use!!!!! but the gpu usage shows 98%... the gpu temps stays at 57 degree even i re applied thermal paste (Artic MX-4).. the cpu temperature at idle 45 degree... while gaming or on load 57 degree.. i'm using stock cooler !! please help me i'm so stressed :'( my graphics card is ok cause i have tested on my cousins rig Core I5 3570k 3.8ghz have done benchmark using 3dmark12, played watch dogs for more than 20min and played rivals and it ran well everything thing was fine please help me i have also tried increasing the voltage and tweaking the bios :/ , a fresh installed windows 7 64 bit home premium, i have noticed on battlefield 4 that the fps stays between 70-110 but there is always an fps drop and when the fps drops there is a bit lag... please help me need more info just tell me or i can make video if you want but please help me to fix this problem please reply as soon as possible please please please :'( :'(

i have also noticed something on the motherboard the circled red one on the picture always stays too hot (can even burn your finger)

my spec:
CPU : AMD FX-8350 running @4.0ghz Stock
GPU: ASUS R9 280x not overclocked
PSU: Corsair TX750 Enthusiast series
MOBO: ASRock FATAL1TY 990FX KILLER
RAM : 1x corsair 4gb 1333mhz another 1x hynix 8gb 1600mhz =12gb but both ram's are running at 1600mhz (tried running with only 8gb too)
AMD Catalyst Version: 14.4 (also tried v13 from asus)
HDD: 1x SATA 500gb (laptop hardisk)

there is no kind of video port on this motherboard nor vga or dvi so yes it is connected to the graphics card and i'm using a 1280x1024 monitor but i have also tried on a 1920x1200 monitor

Download msi afterburner. It will read your power %. If it is too low, your card is undervolting itself. healthy consumption is 80-95 under load for that card.

yes i am already using msi afterburner to see the gpu and cpu usage but i don't know which one you are talking about but it shows like these GPU: 56 degree, 98%, 60%, 2278rpm, 1070mhz and the 60% is the fan speed

Im sorry I dont know how to make this any clearer. MSI Afterburner can monitor your power consumption based on a pre determined percentage ie 100%. If you cannot determine how to read which reading is the power percentage then I cannot help you. If the 60% that you stated in your reply is the power consumption then the card is undervolting itself and you need to either

A: Reseat your card, make sure all connectors to the power supply are tight + to the card.

B: Run HWMONITOR until you notice the fps drop and see whether the 3.3 v, 5 v, and the 12 v rail have undervolted i.e below 10% of the actual voltage. for example 5v would be under volting at 4.5.

57c seems way to low for load temps. I'd try running furmarks 1080p 15 minute benchmark and note the max temps. Also you're not trying to run games at super high levels of AA right? (anything over 8x is unneeded imo)

Also in MSi afterburner when it dips down to 30fps take a look and see whats causing the issue. (Vram at max, core clock randomly getting low, etc)

yes i tried playing watch dogs at ultra settings with 8x anti aliasing and the gpu and cpu temperature goes more than 75 degree !!

in watch dogs max 38 fps with everything ultra the vram usage is 2586MB and gpu usage 80-97, battlefield 4 fps 60-100 but when there is some kind of explosions the fps dips down to 30 and there is a lag and the core clock is ok it stays at 1070 mhz but in every game on the menu the core clock stays at 600mhz ??

Those benchmark results seem odd, you are running it at 1280 x 1024 I'd suggest running it at the native resolution of your monitor. When you go down in resolution it becomes less reliant on your GPU and more reliant on your CPU. Also 16x AF is silly high.

I'd also try updating your drivers to the latest beta version and see if that solves anything. (after you've tried the above step and if it didn't help)

my monitor native resolution is 1280x1024 even i have tried on a 1920x1080 resolution monitor but same results also just now i tried on 1280x720 resolution check out the picture below

metro benchmark doesn't have more than 16x AF :p i did tried different driver even the latest, beta and the 13 version... the cpu usage is always in between 40-57%
should i try a different pci slot ???
 


This is sounding more like a problem with your expectations than the card itself. If its lowering its framerate but your maxing out the card then thats normal. If its at 95% then an explosion occurs and you drop down to sub 30 fps that isn't an issue, just turn some settings down till it doesn't happen.

well i have put my graphics card into my cousins rig and it ran just fine like in watch dogs it got 35-45 fps(as this game is not well optimized on pc) with everything at ultra, anti aliasing 2x, 1920x1200 resolution also did a benchmark using 3dmark with ultra settings and got a score of 3693 and my cousins rig specification is Core i5 3570k 3.8 ghz, 8gb corsair vengeance, psu: Corsair CX500 also my cousin uses Gigabyte HD7870 2 gb
so i compared with my one and there is just some slight difference
just tried another benchmark with everything low check out the picture below

That is weird, I take back my previous statement. Download prime95, run that for about 10 minutes with CPU-z open and keep an eye on temps and clock speeds. 75c is to hot for an fx 8350 so you'll likely need to replace the thermal paste but I'd like to know if thats whats causing your issue.

i did replace thermal paste i used Artic MX-4 and i have used the p method... then i ran a stress test using prime 95 the temperature stays at 77 degree but before it used to go more than 85 but didn't looked at the clock speed well i will try it now and will let you know..

update: just did a stress test for 15 min now the temperature was different see the picture below and the clock speed was same all the time

You're getting two different readings with those programs, not sure which one is right. CCC also tells you your temps and I'd tend to believe it more so than 3rd party apps. (since its made by amd it should show proper temps.)

To be honest I am not really sure whats the problem now. You're still getting framerate problems, yes?

If the games aren't lagging on ultra then I suppose fps is irrelevant.

To anyone new to this thread, things we've tried:
Reinstalling gpu drivers multiple times.
Checking to see if clock rates were being throttled. (both cpu and gpu)
Checking repeatable benchmark tests.
Stress testing with prime95
Checking gpus power %

I'm running out of ideas here.
