Games minumum graphics and low FPS but CPU only being utilized 50%

I'm no computer expert and that may become evident, so this may be a really dumb question but it has been very frustrating. I recently got a new laptop with a i7 dual core which can turbo boost to 3.0 ghz. When I play games that are a bit older, like made in 2010 and 2011 and stuff I get great FPS on max graphics(75FPS+) stuff like CS:GO, Napoleon Total War, but when I tried to play Assassins Creed 4 I set everything on lowest possible and get around 15 FPS. Same on Crysis 3, this is very frustrating so I checked my CPU utilization in Task Manager and its always around 60% or less, but it says my processor its at 2.89 ghz. Not sure if my proccessor is just bad or I need to update drivers or a problem with Turboboost. Any help is appreciated.

When you play games, the thing that is working hardest is GPU. And not CPU. Regardless if you have I3/I5/I7/I500, if you have low end graphics card - well you are screwed. Did the laptop come with a dedicated video card, or are you using the IGP of the I7?

I don't have a dedicated graphics card :/ I am using the IGP. Is there anyway I can get a dedicated graphics card ont is computer or am I just going to have to deal with these frames.
