Ok so heres my system build: http://pcpartpicker.com/p/fjwKsY

For the most part the gpu was running great, getting very good and stable fps even on highest settings (usually 60fps if not better). I noticed one afternoon that the fps dropped considerably and was unstable. After hours of searching and troubleshooting I found that the most likely culprit were the drivers. So I did a complete driver uninstall and reinstalled the latest AMD drivers.

It worked even better and more stable than before on the highest settings for any game I tried. I even ran 3DMark firestrike 2 or 3 times to make sure it wasnt just a fluke, it wasnt. The next day (today) I come home to absolutely horrid performance even under full load. I ran 3DMark Firestrike to see if maybe it was just some kind of system error after rebooting and I still got god awful fps (I'm talking 0.5 - 2 fps). And now it wont allow me to uninstall or install any AMD drivers or Catalyst Control Center/Catalyst Install Manager.

I get the "failed to load detection drivers" error every time no matter what I do.

I have not OCed anything. I was going to try reseating the video card but I didn't want to do anything else to the system until I got some more experienced minds on this issue. (I did check to make sure all the cables were nicely inserted to the mobo though).

What are your temps on the r9 270?

Very stable and safe, anywhere from 30-35 C while idle/browsing and around 40-50 C while gaming, cant be sure thats too accurate because theres no on-screen monitor that i know of but its definitely not overheating.

Stress test your r9 270 and see if any problems occur, if they do, it is probably the card itself.

(Stress test for around 20-30 min)

Monitor usage and temps.

Downloading now, will post results once I am able to. I've heard from someone else that reinstalling the Microsoft Visual C++ redist package(s) may help get the AMD install manager working correctly again so I'll attempt that in the mean time.

Ok so the gpu took the stress test like a champ, I clicked the option to keep logs ahead of time but it didnt show me where those logs are so I dont know how to get them. But I ran the burn-in test for 23 minutes and the max temp was 68C at 99% load with fan at 64-66% speed (idk why it wont go higher). Note: my 120mm exhaust fan is unusable atm because I'm waiting for an adapter for it so I'm running the system with case open.

Min fps was 57 and max was 73 all very consistent. The average was 71 fps. So what are my options now? As I said I dont see how the gpu can even perform this well when I get errors trying to update drivers and games run awfully.

Have you updated your drivers? Your gpu seems to be in prefect order!

UPDATE: Sigh...I don't understand it at all. Since the gpu was doing so well on the stress test and I had no clue what to do about the "failed to load detection driver" issue I decided to run Dark Souls with DSfix on maxed settings for shits and giggles. The game is running at rock solid 30 fps no matter what area I go to. (Dark Souls is capped at 30 fps due to shitty port) and I honestly don't understand what is wrong with my system if the gpu is performing so well without the proper cooling...

I agree the gpu seems to be doing perfectly but everything is updated to the latest versions software-wise. I checked gigabyte's website for maybe a BIOS/UEFI update but I dont see any for my mobo? Is there something I'm missing? And again: I cannot use Catalyst Control Center/AMD install Manager for some reason as I keep getting the "failed to load detection driver" error. I have no idea why that error appears or what it means/is referring to. I don't even think my gpu is running on the latest drivers anymore as I attempted to uninstall and reinstall them earlier.

From what I remember I downloaded and installed both, neither shows up in my control panel. Idk if they're supposed to but I just reinstalled Microsoft .NET Framework v4.5. Thanks for the suggestion.

@Welshstig: I have both version 14.4 and the beta driver 14.7. Neither allows me to uninstall current drivers or update/install drivers.

13.251.9001.1001 is not the updated driver based on the INF of 14.4 driver. 14. It should be 14.100.0.0000, so I advise you to install the latest driver on Welshtig's link. And please do check if you have installed Microsoft .NET Framework v4 or v4.5 as it's a requirement for ACCM.

UPDATE: Ok so I was able to finally delete the old AMD driver folder finally thanks to task manager. I opened task manager because it kept saying that I wasn't allowed to delete the old driver folder due to it being open somewhere else. So after digging through the background processes in task manager I found something related to Catalyst with the Catalyst icon on it. So I right clicked and went to the process and ended the process tree and I have just updated to the latest AMD beta driver 14.7.

I will be right back after I reboot.

Better to start to the scratch.

-> Click Start Buttton
-> Type Programs and Features and press Enter
-> Uninstall all AMD/ATI softwares
-> Uninstall all Microsoft .Net Framework
-> Reboot PC
-> Install Microsoft .NET Framework v4.5 again
-> Install Latest WHQL driver

Yeah I did that before I did the stress test, thanks!

Um, so after rebooting my system the driver has updated to 14.200.1004.0 I'm assuming this is the latest driver?

Also, I got a threat detection by AVG referring to 2 things in the PROGRAMDATA folder. The threats were called: launchurl.bat and cmd.exe. I remember getting these detections once before and removing them. I have no idea if they are real threats or false-positives. Any ideas?

I think that's the Beta driver you installed since 14.4 should be 14.100.0.0000. Can you check the directory please? If that is not found inside the Windows Folder, then it's safe to remove them.

Yes I installed the beta driver. If you're referring to the threat detections then they are located in the hidden ProgramData folder and for some reason I cannot find the files when I search that folder.

Also I don't know how to uninstall .NET frameworks on Windows 8.1. They don't show up in Programs and Features.

Someone told me that the Microsoft Visual C++ Redistributable Packages contain the Microsoft .NET Framework versions in them, is that right? Should I uninstall all these Packages and continue with your steps from there?

I'm not sure as I know MV C++ is a separate installer which is pre-installed by other programs. I've checked mine and it does not have also. I think Windows 8.1 does not show it but I found it hidden using the Microsoft FixIt uninstaller. Just follow this instruction.

- Download Microsoft FixIt Uninstaller on this link:
http://go.microsoft.com/?linkid=9779673
- Run MicrosoftFixit.ProgramInstallUninstall.Run.exe
- On popup window, click 'Accept' button
- Click 'Detect problems and apply the fixes for me (Recommended)' button
- Click 'Uninstalling' button
- Select all Microsoft .NET Framwork related programs and click 'Next' button
- Click 'Yes, try uninstall' button (uninstallation will proceed)
- The next window that will appear and will show if troubleshooting is complete. Under 'Issues found', it will state if it fixed the uninstall problem. Click 'Next' button
- Click 'Yes, the problem has been fixed' radio button and click 'Next' button.
- Click Close button

In my PC, there are 2 of them so might want to run again.

UPDATE: So I got the drivers to load up into the 14.4 version perfectly, and it was working stable after that, until I shutdown and powered on my pc. It seems that each time I shutdown and re-power my pc the fps/gpu usage stays very low and I can barely get 5fps because of it. But if I restart my fps stays at a rock solid 60 fps. Why is this happening? I shouldn't need to restart every time I boot up just to get the fps that I should be getting under full load.

How would I go about reinstalling Windows 8.1? I have the OEM disc, no recovery partition or anything like that. Also, the boot mode seems to be in Legacy even though I was told it was supposed to auto boot as UEFI?

Do you want a fresh install or just a reset?

I think a fresh install would make more sense and overall would limit the amount of possible errors (assuming I can do a fresh install without any problems).

Ok so I'm having trouble installing windows 8.1 in uefi boot mode. Any ideas? It seems to want to boot in legacy mode no matter what I do. If I don't allow legacy mode to be an option it just wont boot into the windows 8.1 uefi boot disc.

Try to use Legacy Mode and install Windows 8.1, then revert back to UEFI again when you're done installing Windows 8.1.

August 22, 2014 10:06:56 PM

I installed Windows 8.1 in Legacy Mode again, never could get UEFI mode to work. Is there some specific way to get it to work?

Also, I'm still seeing the same issue as before where my fps is extremely low until I restart my pc.

UPDATE: Interestingly, when I boot into safe mode, it runs much faster than it used to. Before it ran as if it was rendering at very low clock speeds, but now it runs like regular desktop runs.

REUPDATE: The AMD Driver Autodetect utility now accurately identifies my R9 2XX series gpu and installs the correct, latest stable driver. Interesting because it would keep saying that it detected an AMD APu instead.

Welshstig said:
Furmark is a great stress test:

http://www.ozone3d.net/benchmarks/fur/

Actually Furmark is considered as a "heat virus" by both AMD and Nvidia, so much so that both of them have put thermal limit flags into their drivers that kick in when Furmark is run making it pretty useless as any kind stress test.

I haven't used furmark since then, I've been using OCCT and Hitman Absolution benchmark and in-game fps as my tests. They both run absolutely horrid if I do a power on from off-state, but as soon as I restart the system it runs like a dream. The problem is, I get no errors or anything from windows telling me theres something wrong. Why is this happening?

I believe I may have figured out the cause of my troubles. It seems like my Gigabyte R9 270x OC Edition GPU refuses to run in its supposedly "supported" PCIe Gen3 mode. If it runs in Gen3 mode the fps is stunted to around 6 fps and even then it is extremely unstable. I'm not sure if this is due to my Gigabyte GA-H97M-HD3 motherboard or if its a GPU issue but from what I can tell the R9 270x is supposed to run at PCIe Gen3 mode whenever a graphics-intensive program/application is running. So any ideas on what I should do about this issue?
m

Fixed by updating to BIOS version F5 for GA-H97M-HD3 mobo. I wish Gigabyte had a better web-designer and that the drop-down menus would load correctly that way I could save myself all this time >_>

The thing is, the card runs perfectly at a 60 stable fps at PCIe 2.0 settings, but everything in my build is compatible with PCIe 3.0 and it should perform even better on PCIe 3.0 but it doesnt. The fps gets limited to like 5 fps.

Your mobo - http://www.gigabyte.com.au/products/product-page.aspx?p... - provides pcie3.0

Your card - http://www.gigabyte.com.au/products/product-page.aspx?p... - runs on pcie3.0

So they should work together.

Try another card. If it works OK, then your 270x is faulty.
If it doesn't work OK, then your PC is faulty.

Make sure you've got the latest whql drivers.

Double check your card is locked into the pcie slot nearest the cpu.

Double check your power supply connectors are connected properly to the card.

I'll see what I can do about getting another card to test. The current GPU is definitely in the right slot, cables have been checked countless times. Drivers are latest signed whql drivers.

So the replacement R9 270x that Amazon sent does no better than my last one. It does the same thing, runs great after I use the restart option in Windows (60 fps stable) but after shutting down and then powering it back on, the Fps drops tremendously to around 5 fps, unstable. So is it actually the mobo PCIe slot?
