I cant decide between these two builds! :(

Hehe well the first one has a CPU made for OC'ing and a liquid cooler paired with a mobo that isn't made for OC'ing.

The second has a CPU that you can't OC and lower end air cooler, paired with an OC'ing mobo. The first one also has a crap PSU. If you can put the 4690k on the second build with a 212 EVO (same price as 212 Plus, but much better performance), then that'd be great. The Windforce on the second build has much better and quieter cooling than the Dual-X. The Samsung EVO is also faster than the Kingston K3. Also personally a $120 keyboard is complete overkill. I get by with a $20 keyboard because I don't need extra buttons, LED lighting, and hotkeys... but that's personally preference. I would switch out the keyboard for a...

Not saying Seasonic is bad... but it's only 620 watts and 80+ bronze.

Shave some of the extra cost off the second build and it will be much better than the first.

Oops I had the motherboards backwards and I was thinking of the H97 pro4, not the Z97 pro4.
