New graphics card now windows.exe unresponsive..

I recently switched graphics cards. From a Nvidia GeForce 660 up to an R9 280x.

Now whenever I boot I can't run any processes without windows.exe crashing on me..
I try opening Task manager. (Ctrl + Shift + Esc) and (Ctrl + Alt + Delete) but I see a blank screen that's un-responsive to my actions.

I cannot restart my PC without holding down my power button either...

ANY Help would be greatly appreciated.

Did you uninstall the nvidia drivers? If not. Do sonl now. Then run this driver sweeperhttp://www.guru3d.com/content-page/guru3d-driver-sweeper.html

If you have already uninstalled run the sweeper anyways. Let me know if it helps.

At the moment I'm using the 14.4 drivers. I have access to windows functions and everything now. But my issue now is when I play a certain game: APB:Reloaded, characters/pedestrians textures randomly get neon green sometimes. Which looks crazy.

Since you cleaned the nvidia drivers, try uninstalling and cleaning thebamd drivers then reinstalling them. Never know, driver conflicts do all kinds of crazy things. While you're at it pull the card out of the slot and reseat it.
