I created an account on my daughters computer to set up parental locks and obviously did not make myself an Admin on her computer. Now her and I are both standard account users and can not do anything Admin. I have called Emachine and they want to charge me 99.99 or 149.99 for the tech to help me. What I need is to know how to fix my daughters computer. And yes I do have Win7 Home Premium disks ( 32bitand 64 bit) only need 32 bit disk. But because I do not have Admin rights I can not reinstall Win7 OS.... I truly need legitamate and sound advice on how to proceed

There absolutely should be an admin account available.

However, if all her data is backed up (including, say, the keys for microsoft office, which you can pull from her computer with various programs.), you CAN re-install windows; you don't need to log into an account at all. Put the install CD in, boot up, and look for the option in the first couple screens for 'Boot Options'. It'll usually be F11. Reboot, pressing this key, and select the CD drive - which will automatically load windows from the CD and you can format the drive and re-install.

Once you've done that, install all updates (It'll take a long time and many reboots and new checks for updates.), install Malwarebytes and Microsoft Security Essentials, and make sure they're...

Whichever account you changed the parental controls with (not the controlled account). log into that one.

Try these steps to restore your admin:

Control pannel > User accounts > Users.
From here you're going to want to turn "User account Controls - OFF"
After you switch that off you should be able to change yourself to a computer administrator under the "Change your account type" menu. Swap yourself over to Admin and save.
From there you can screw around with the parental controls settings and fix to your liking.

You may want to switch "User account Controls" back on to ensure proper security and unwanted changes from other accounts & sources.

Oh, and don't forget to write down a copy of the admin password and keep in in a safe place. NOT anywhere near the computer; keep it in your wife's side of the closet underneath a shoebox or something.

Don't do that until you need a last resort, but it is perfectly possible.
