PSU - bad fan or dying?

I have a Corsair CX500 watt install currently. I've been having lots of problems with my system lately... only to have the PSU add on to it... The fan started making a load whirring noise when I booted it up. I googled it and a lot of people have been saying that it might be getting too hot. The exhaust air is barely even warm though, and I have no way of safely testing it under full load for temps, but even when it's outside my case it still makes that noise. Here's a recording of what it sounds like (some of the sound is the mic picking up the air). It sounds like "whir---whir--whir--whir--whir--whir really fast. Is it just a bad fan, which is easy to replace, or is it a sign the PSU is dying? (my last PSU made a similar noise about a week before becoming a roasted chicken)

Sounds like a Bad fan \ bearing , needs to be replaced.

They are budget supplies that don't last very long.
