Sapphire Radeon R9 290 4GB Tri-X Video Card won't display or install driver

I just built my computer from scratch and off the bat I can't seem to get the graphics card to work. The cd driver failed part way into the installation so I went and downloaded it online but had the same result. I've looked at a few of the other post with similar symptoms, but none seem to have all of the ones that I am experiencing. When trying to get the monitor to run though the graphics card, I get nothing, but when I go through the motherboard it shows up. I've tried DVI to HDMI and HDMI to HDMI with no avail. I'm confused because the fans are all spinning on the card. I've tried taking it out and popping it in and still nothing (and yes it's in the 16 slot). Is it simply a bad card?

My specs are:

OS: Windows 7 64 bit
Memory: Avexir Core series 8GB (2 x 4GB) DDR3-2133
Power Supply: EVGA 750W ATX12V / EPS12V
CPU: Intel Core i5-4690K 3.5GHz Quad-Core

OK. I've had this issue before. Plug the monitor in to the graphics card and boot to safe mode. It should allow you to. Then open device manager and disable onboard graphics. Something new Microsoft screwed with in their updates. Then reboot and itnshoukd allow you to get a image without safe mode using your GPU. Let me know how it goes.

Still nothing. Any time I hook up my display to the graphics card, nothing shows up. I don't know if it means anything, but when I boot it up in safe mode while hooked up to the graphics card and then switch it over to the motherboard it displays nothing. Also when I boot it up when connected to the motherboard switch it to the graphics card and then back to the motherboard it won't display it.

1:00 update:

I booted up the computer in safe mode when connected to the motherboard and disabled the onboard graphics. Shut down and hooked the monitor to the graphics card and it didn't work. Shut down again and hooked it back to the motherboard and it won't let me get out of safe mode. I reactivated the onboard graphics and it still is stuck. I'm absolutely stumped.

Ok, I'm an idiot on the safe mode thing. I had it set in msconfig and forgot. I still can't get the monitor to display the graphics card though

I have the same problem here, everything that you said. Added my pc automaticly installs a graphics driver but for an old card that i dont even own and never have- radeon hd 7660. Whenever I uninstall that driver it just automaticly pops up when i reboot my pc. Oh Captain, my Captain, come and save us.
