If I had to guess it would probably be something to do with the system you're using. it could be a range of things from virus or malware to something along the lines of bad hardware.

Uploads are more often bottleneckt by the internet provider (at least here) than downloads so maybe your at the max that they let you have?
As said is it about hardware too and maybe that updating drivers will help a little.
