No video signal after swapping cases

I decided to upgrade my case from a cheap Raidmax to the Fractal R4. I also bought a SanDisk SDSSDP-128G. I made sure everything was operational prior to the switch. After switching cases I don't get a video signal. All fans are operational, gpu, cpu, case fans.

Here are the specs:
Rosewill Stallion Series RD600 600W
SAPPHIRE DUAL-X 100365L Radeon R9 270 2GB
AMD FX-8320
Seagate Barracuda 1TB 7200
MSI 970A-G46 AM3+
G.SKILL Ripjaws X Series 8GB (2x4 gig sticks)

I've reseated everything; gpu, ram, psu. They all are properly seated,
Made sure everything is connected 8 pin for the mobo and 6 pin for the GPU.
Spacers are in and secure I removed the motherboard to make sure there were no extras touching.
Plugged in only the power switch pins on the motherboard.
Reset the cmos

The motherboard has 4 cpu phase lights. All 4 are illuminated. I believe this indicates the cpu is operational and functioning?
Also, I've attempted to plug in a keyboard/mouse and neither of them light up which leads me to believe it's the motherboard.
I've ordered a new PSU and a new motherboard. However I wanted to know if I've went about this the correct way. Could I have missed anything that would be causing this issue? Could it be my gpu or processor?

Thanks in advance for any help!

Without knowing the exact reason for loss of video signal your purchase of a new PSU and motherboard might not be the best course of action since the problem may well still exist.

Doing the following asap might allow you to cancel the replacements if these steps prove that all is ok.

Most such issues can be corrected very simply since most are caused by a small loss of attention during the build, at least in my own experience. Of course, devices/components do also fail.

If a new build repeatedly fails then generally, in situations like this (with most things checked out), you'd be looking at making a minimum build outside the case - motherboard, cpu, memory, gpu, psu..and anything else your motherboard absolutely needs to get to the BIOS. Then, you could add the boot HDD/SSD and test.
If all is well outside then you'd be looking at very carefully placing the minimum build into the case and rechecking. Then, add one component at a time and recheck.

Okay, quick update. I followed your advice and took the motherboard out of the case. I removed all but the cpu and the 8 pin/12 pin connectors. No beeps from the motherboard speaker even thought there is no ram seated. Because of this I believe it to be a psu, cpu, or motherboard issue. Do you agree? I would check the bios but the motherboard I have is old and doesn't have onboard graphics. The new motherboard comes into tomorrow and I'll let you know what I figure out.

One more update. Used my gpu and psu in a different rig and both worked perfectly. Computer still isn't starting in new case even on breadboard with new psu/motherboard which means it's the cpu.
