AMD Radeon r9 270x OC

Hi, I have Radeon r9 270x 2gb gigabyte OC edition, and I have some issues during gaming. Example in League of Legends, I'm playing on very high settings, fps is 60 but sometimes it just drop to 55 for a sec, or even to 45,that happens when I'm not in teamfight or something like that. I have that issue with Euro truck simulator 2, I'm playing it on ultra. Maybe it's up to my monitor cause it's not 1080p? And it's connected through dvi to vga cable. My cpu btw is fx 8350, motherboard Asus sabertooth 990fx r2.0.

Okay, but why then that happends in Euro truck simulator 2, I also have some drop of frames. I'm playing on ultra, but my screen isn't 1080p, is that up to game or simply my graphic card isn't enough strong?

One thing is for sure, and that is it's not your monitor or cable that is causing the fps drop. How big is the fps drop in ETS2? If you don't have any issues with other games I doubt there's much you can do except trying different drivers/updating your BIOS/etc.

What is the full spec of your pc? RAM, PSU and such.

It's pretty big, ex. on the open road it's 60 fps, and in city, it falls down to 40-35 frames.
My other specs are: CPU: AMD FX 8350 4.01 ghz
PSU: LC Power 650 watts, 80+ bronze
MOBO: Asus Sabertooth 990fx r2.0
RAM: Kingston Hyper X 1600 mhz
HDD: WD Black 1 TB @7200rpm

Okay that doesn't sound that strange. It's a big game with many details in the city. It may very well because either your CPU or GPU creates a bottleneck when entering the city because of all the extra rendering going on in city environments. It is very normal to see FPS drops when entering an area with alot of objects to render in one area.

Does the game has any settings for the Drawing Distance/fog? Lowering this could help a bit in city environments.

How much RAM do you have?

Are you able to monitor your GPU and CPU usage? You can use MSI Afterburner for that.

Oh yes, my bad for Ram, it's 8 GB Kingston Hyper X 1600 mhz. I know it's kinda normal to have fps drop when you have a lot of details, but my GPU (at least I think it is) is high-end component and 30 frames down it's pretty much. For checking GPU usage I have AMD over drive with my driver for graphic card, and I have there activity, gpu clock, fan speed, memory clock etc, and for the CPU usage can I simply use start task manager>perfomance?

So I checked and GPU usage is 33%, that's says AMD overdrive included in my driver, and CPU usage is 22%-start task manager says so.
