Flashing Black Screen

Hey, I recently built a new computer, everything runs fine, but while playing games, I occasionally get an about 1 second long black screen, while the game itself runs fine. The frequency of the black screens seem to be tied to the intensity of what's going on on the screen.
I was using the up to date 14.4 Catalyst driver from the AMD site, but then I tried the 13.2 version that's linked on the Sapphire website, which seems to have decreased the number of black screens, but they're still happening.

My speccs:
Mobo: ASRock 960GM-VGS3 FX
GPU: Sapphire Radeon R9 270 DUAL-X OC BOOST 2GB 256bit DDR5 PCI-E 11220-00-20G
CPU: AMD FX X6 6300
PSU: FSP Hyper 600W
HDD: WD Green ( WD20EZRX)
RAM: Kingston DDR3 1600 8GB CL11
 
Its not very good quality. But the voltages are OK.

Its not certified and dual 12v rail @ 30A. The R9 270 only takes 24A anyway.

Check the power supply connectors are connected properly.

And that the card is locked into the pcie slot nearest the cpu.

In Control Panel, Device Manager, does the card show up as working properly?

In Control Panel, Display Settings, is the display running at the recommended resolution?

How hot is your cpu getting - per bios/uefi?

They are connected properly and the gpu is in the nearest pcie slot.

The Device Manager says it's working properly and the resolution is at the recommended setting.

The CPU idles at 41c, but it's gone up to 50+ while under load as well.

Also, after restarting the PC and loading up Witcher 2, the black flashing is just going crazy, way more often than before, and now there are small little black bars flickering on the screen in between the flashes.

Messing around with the GPU fan speed has seemed to reduce the amount of black screens a lot, and from what I've been told, the card seems to be faulty.

Edit: I switched back the fan speed to auto and it's still black screening, but very rarely, same way as it did when i had them on 100%.

Edit2: Seems like the GPU fan speed has nothing to do with it. Screen started flashing like crazy after I started a game, turned the fan to 100% and it still kept going like crazy.
