Solution
yes it will work without any bottlenecking you have a good cpu ......the fps u will get with gtx 780 and i5 2400 will surpass the r9 280x and i5 4670k ...
okk if u buy a new motherboard and processor for i5 4670k you have to buy a z87 board h87 board is not for overclocking......and for PSU get a good 600 watt PSu from seasonic, xfx or evga corsair vs are entry level psu not made for gaming pc and not at all good for overclocked system.....i will say keep your current cpu and upgrade your GPU to a gtx 780.....

will buying new cpu and motherboard increase much on gaming? or better to upgrade to GTX 780 rather than radeon r9 280x, and can with the gtx 780 build play watch dog,Sims 4 on ultra?

yes getting the gtx 780 will boost your gaming performance by a lot ......and yes u can play any game at maximum gfx with gtx 780 its also possible with r9 280x but gtx 780 is lot better than r9 280x and it will also work with your current cpu.....
