When I plug my external hard drive into the usb port, the laptop acknowledges with a sound, but does not show a drive. I hear it start spinning but stops. I tried other ports and on another laptop and still same issue. Ports are fine as attach other usb and they work. Any suggestions?

Take the drive out of the enclosure and see if it will work internally in a desktop (if you have one). Or try another enclosure. If both of those fail: your drive has probably failed.
