White lines all across the display after upgrade to GTX 460

Current system - (Which is running perfectly fine)
Mobo : Gigabyte ga-g41m-es2l
CPU : Core2Quad Q8400 2.66Ghz
GPU : Palit Nvidia GeForce 9600 GSO
RAM : 2GB + 1GB Transcend DDR2 Ram
PSU : A cheap Fuel 550Watt
Monitor : Samsung 17" LCD (Use a DVI-VGA adapter)

Got a hand me down Zotac Nvidia GTX460 AMP! edition from a friend, which was working perfectly with his machine few days ago.

I purchased a Corsair CX500 to run this card with my current system.

When i connect the Corsair and the GTX460 to my current system. I get white lines filling my screen with very partial visibility of the desktop.
I suspected it to be a software issue at first, as the white lines were not static, place on the screen would clear up on doing actions like selecting icons.
I tried 3-4 different Nvidia drivers(Latest ones, Latest WHQL ones), everytime I installed a driver and restarted there was no difference in the screen.
Through the white lines i managed to see in the device manager an exclamation mark on the GTX460 and said "code 10 cannot start device".

Next i removed the GTX460 and reconnected my 9600GSO with the corsair. Display was perfect. But i was getting random shutdowns after 5-10 minutes of usage. No BSOD, just straight power offs. Replaced the corsair with my old working power supply, system is fine again.

So, Could it really be the brand new corsair CX500 be the issue here? (Best case scenario for me, should be able to get that replaced fairly easily) or is the graphic card gone bad (which i find hard to believe as it was functioning on another system few days ago)
