Hi I don't really know anything about computers and I'm having some issues

I picked up an older computer from a relative, it's runing Windows XP and it was basically wiped when I got it

It started up the first couple times no problems, I installed Microsoft office and all that jazz. When I turned it off and tried to turn it back on neither the keyboard or mouse worked in the login screen. I tried turning it on and off , unplugging the keyboard / mouse (they are usb) but it didn't work. If I plug in the keyboard during boot it freezes, it also freezes the splash screen if I try to turn it on with it plugged in now. I can't get to bios to change the settings and I've tried a ps2 keyboard too and when it was kinda working selecting booting from last known good setting which didn't help.
