Motherboard appears to have power, though it won't turn on

I've recently had a PSU blow out, and I have since replaced my PSU with a new, much more powerful one. However, after I've hooked up the new PSU to the motherboard, GPU and CPU, nothing seems to happen when I press the power button.
The odd thing is - the motherboard seems to have power - I've touched it's metal parts with a current testing pen, and it lit up everywhere.
The LED that's supposed to tell you if your mobo has power or not isn't lit up either, though it might have burned out from being constantly lit for over 6 years.
Anyways, I'm pretty confident that the mobo is dead, though I have to ask, how is it that it still has power if it's dead?
 
Solution
It's possible that your mobo survived but your RAM, CPU and/or GPU got burned. Or that one or more of your DIMM slots got fried. Try booting without your GPU connected, and just one stick of RAM - if that doesn't work, try it in other DIMM slots. You can also try your RAM on another computer. If you can confirm that at least one stick is good, you can use that to verify whether the DIMM slots are working. If those all check out, you can move on to test your other components.
