After windows 7 reinstall, files won't download

Hey Guys, after a clean reinstall of Win 7 Home, it's not allowing me to download any files (ie, Google Chrome for example) just times out. All Mobo drivers are reinstalled, I'm getting an internet download speed of about 21mbs but still no luck. Any thoughts?

Thanks for the tip, tried this and doesn't seem to have made a difference. All the other devices connected wirelessly to the router seem to be working fine, it's just the main workstation after a full windows 7 clean install. Very odd. Any other suggestions?

Actually as a follow up; I've tried connecting via my wireless connection as well, and it accesses the router just fine too, but same problem persists. I've now updated all the network card's drivers and still seem to be having the issue. My ISP suggested that my OS was capping my Mbs at 10mbs. Is there a way to change this? I should also note that I have 2 other Win7 machines on this network and all seem to be working just fine. It's really just this desktop after a clean reinstall.
