How well will this system run Skyrim (Ultra Settings) plus lots of mods 35fps+

That setup should be more than fine. Never used mods, but I know my original surface pro even played syrim 720p medium at 60+ fps, my surface pro 3 plays 1080p medium at 60+ fps. No mods, but that's on intel 5000 onboard graphics. The 290 is a really good actual 'gaming' card, so theres no way I see that not handling the bump from medium to ultra plus mods over an onboard graphics card.

As for price cuts, idk. Anything lower component wise would be a signficiant performance drop. Maybe ram to 1600 not 1866, but your ram picked is cheap. I think a move to higher timing 1600 might be better (minimal wise) than your 1866, but that would also cost more.
