Fsp raider 550 watt enough for a r9 280x?

My rig:
cpu: i3 4150
motherboard: h81m d2v
psu: fsp raider 550 watt
2 hdd: 500 gb +250 gb

I have the choice of getting a new saphirre r9 280x for the same price of an r9 270.
should i be on the safe side and get the r9 270? (I am also planning on adding a 1 tb hdd)

Not an ideal PSU to get w/ 280X, its tier 4 and the tier list describes it as"May not even output labeled power and fail standard ATX specifications slightly. May even use cheap components to meet a price"

Edit: You edited your post removing your current 7950. What is your current GPU? If it is the 7950 then my message below still applies:

Your 7950 is much more powerful than a r9 270... The r9 280x is a rebadged (and just slightly faster) 7970. It doesn't make sense to buy either of those cards. If you want to stick with AMD then look at the R9 290 and R9 290x. Check out the hierarchy chart here: http://www.tomshardware.com/reviews/gaming-graphics-car...

The 7950 was faulty i had to rma it and return it, that is why i am getting a different card.

Ok in that case then I'd suggest getting the 280x and a Seasonic PSU around 600w. As MeteorsRaining pointed out, 4th tier PSUs can't be trusted near their stated maximums (or trusted at all really)...

Btw, even if you get the cards really cheap, they won't be running properly given your poor PSU, upgrade your supply unit first. Infact, no card above R9 270 will work well with that PSU.

EDIT: Just saw larkspur's post, that's what I was talking about.

I had just upgraded to the fsp raider because it is "silver rated" and has 42 volts on the rail.. So upgrading the psu again is not an option. Honestly i hadn't bought it for a high end rig, just a few upgrades from my old first gen intel motherboard and my old hd 5770 :)  Are you sure i can't get the 280x? Will i be okay with the r9 270 then?

Well yes I'm pretty sure, I don't recommend a tier 3 to R9 280 and above users, let alone a tier 4. It'll fail as soon as you press it under load (gaming). I can't really say R9 270 is better than 280x in any way, but since you're locked b/w the 2 w/that PSU, I'd rather go safe (and sensible) with 270 than daring to put my GPU and CPU under risk.

How would an msi r9 270x do?

A Radeon R9-270X needs at least 24 amps on the 12v rail and a 500 watt power supply.

The wattage isn't the key the amps on the 12v rail are. I assume you're good to go, as you can't OC your CPU :)
