Maybe this has been done before, or asked but I have not found anything.

I am trying to get a card JUST so I can stream to an nvidia shield tablet.

That is a 630 card, that should be able to handle the streaming. However, how do I have to have my computer set so that it uses that card when I am trying to get it to stream vs I am sitting at home and want to use my r9 270x to play through the monitor?

Solution
First of all nvidia card must be the primary card (the one that will render the game). Second you need GTX650 and above for Shield streaming. You can still use 270X but for the purpose of hooking extra monitor only. If you want 270X to render the game and only use Geforce as a mean to stream the game to Shield then it cannot be done
