Is this build capable for very high fps and maxing many games?

I'm very interested in switching to PC gaming. I like the mods, the much more affordable prices of games, and the freebies you can find. I'm looking to build the most economical computer for myself. This past computer I bought I regret because it wasn't much of an improvement over my laptop. It went out of date quickly and I just wasted money because I wouldn't fork over extra for better components.

So... I want something capable of high fps and high-maxed out settings. It's important that I avoid screwing myself over by trying to be too cheap, but I also want to avoid paying an arm and a leg for minor improvements. I don't mind paying a little bit extra for vast improvements, but I'd like to avoid paying a lot extra for minor improvements. What is that sweet spot where I can play most games at high settings high fps without paying too much or not being able to play several games? I've been told I can buy a high end motherboard and power supply and improve from there, but I'd love to not need to update my hardware for a very long time. Any build suggestions? My absolute max is 1000$ but I'd love to spend less.

This is with nVIDIA GTX 770. Though I would still prefer my recommended build above with R9 290 with 4GB
