The first one has a way better CPU, but the second builds CPU is overclockable and has more cores, I would personally go with the first build as intel decimates AMD in single core performance, but its your choice.

Depends on what you are using it for. For gaming the Intel system would be better.

For video editing/streaming and gaming the FX 8320, but gaming only then the i5 4460 wins.

The intel build is better unless you are going to be doing mostly business apps that are truly multi threaded.

Assuming you are going to overclock the FX 8320, your comparison is really between a stock i5 and an eight thread FX processor at 4.5GHz (lets assume a mild overclock). They will go head to head really... Overclocked would likely give the edge to the FX setup from time to time, but overall they will perform similarly especially while gaming. I would opt for the Intel setup for the single threaded performance advantage.

AMD build would do better in the video editing and Intel in the gaming slightly.
