Black screen, no windows, how do i get to bios?

I just finished building a pc and was wondering how to access bios, i am not intending to put windows on it, but i am just wondering if a pc would give an output video on first start up, or i have done something wrong in the build, or i have to install the motherboard drivers somehow
Do i have to install an operating system?

Hello... NO OS or drivers are needed for your BIO's display... try booting without your Graphic card ( if you have CPU/MB Hardware IGT )and plug into your MB...
or try a different DVI connector on your Video card.
Make sure your monitor is set for what ever your cable connection type is.
