How do I connect my old TV's audio to my PC's line in without having massive noise?

Hi, my setup is like this:
I have an old-ish CRT TV with 2 composite inputs and one component input. The component and one of the composite share an audio input. My GameCube and Wii U are connected to those two inputs using two splitters for the audio. My cable box is connected to the standalone composite input.

The TV has composite output, and I want to take the audio of that and connect it to my PC's line-in so that I can hear the TV through my wireless USB headset. The main reason for this is that I want to be able to skype with my friends while watching TV or playing a game, without having any audio coming from outside of the headset.

Now, I bought a simple RCA-to-3.5mm cable and I'm getting tons of noise (WARNING: turn volume way down!):

recorded with audacity. Near 0:07 there's SUPPOSED to be silence, as well as the last few seconds. The TV is actually in total silence - and I am still getting massive noise on the PC. As can easily be heard, I do get SOME intended audio (was playing some shooter game), but it's pretty much drowned out by the constant noise.

I get no noise when the cable is not connected on the RCA side. I get noise when it's connected and the TV is on or off, but every time it turns on or off I get about a second of silence.

I've also tried connecting the Wii U's audio directly to the PC without going through the TV (using the input sides of the splitters as a passthrough without connecting the output side), but it has the same issue.

I am also getting the same noise when connecting the other way around - the PC's output to the TV's input. However, if I connect my phone or laptop to it - it's totally fine!! So I don't think it's the cable's fault.

Please help! I really want to get this working, and I have no idea what's happening.
