8Gb RAM 3,325 MB Usable

So I've been having this problem for a few days now. I've tried everything I know to try to fix it and nothing has worked.
64 Bit Windows 7 Ultimate, Windows even says 8.00 GB Installed and 3.25 usable

I have a GA-78LMT-S2P (rev. 4.0) Motherboard
I have 8Gb Corsair Dominator RAM ( 1333 I believe )

I has been working fine for a year or two now and all of a sudden it is only using less than half of the RAM installed.

Things I have tried~~

Memtest
Windows Memory Diagnostic
Windows OS Repair
MS Config.
Updated BIOS
Reset CMOS
Reset BIOS to Opt. Defaults
Reseated Both Sticks
Swapped both sticks around 2-3 times
Blew all Dust out with my trusty air compressor (I even put a new heatsinc on the CPU)

I am running out of options here! I don't know what else to do! Everything has said that the RAM is fine and does not have any problems.

1st Option : One of your sticks is dead.
2nd Option: One of your slots are dead.
I believe its an second option, happened to me once. Try rams on another computer, if they work properly then one of the slots is dead. Elsewhat, the stick is dead.

Both sticks booted to windows in both slots. Though when I put stick#1 into slot #1 it fked up somehow and made my internet not work and disabled windows Aero. but when I put it into slot 2 it gave me a nice repair windows option, so I did that and my internet and aero works again.

Today the PC has been using around 92% of my RAM though, and I can not get it back down to using less than 1gb on startup

It is.. M5A99X EVO R.2 is perfect for the price, supports up to 2133mhz ram.

The other stick works fine in that slot?
Did you try to bump the vram voltage a little,maybe just from 1.5 ->1.55V just to see if it stabilises things.
