need help with mobo

hey guys like to thank you in advance for taking the time to answer my question. i am thinking about building a computer and need to grab the parts but here i only need help on two. i have looked at http://www.amazon.com/AMD-Richland-Desktop-Processor-AD370KOKHLBOX/dp/B00CPLGFME/ref=sr_1_6?ie=UTF8&qid=1408569822&sr=8-6&keywords=4.0ghz+processor#customerReviews i think its only dual core but 4.0ghz. if i have like a quad core with 4.0ghz is the speed the same? and what motherboard will be compatible for this processor, it says required discrete GPU which i am not sure what it means.

Not the same speed. That might be what you think but there are so many more factors. As he said I would suggest getting an FX series CPU(4xxx, 6xxx, 8xxx lineup from AMD) and a nice 990fx board. I can give specific suggestions if i know a price range also
