Solution
Yes, it is perfectly safe. The noise is a result of high frequency oscillation in your power circuitry, usually when it's under load, such as playing a game, which is why changing the power load usually changes the whine.

The overclocking suggestion wasn't meant for performance in this case. Sometimes just a minor frequency adjustment, either up or down, for the device causing the noise can make a difference. No need to worry either way.
Changing the power loading of the whining device, or the power source to it, is about your only solution. Good luck. Seems RMA is the best bet, but often times certain equipment just has whine in it, with higher end equipment being more prone to it.

For graphics cards, over or under clocking and over or under volting sometimes helps, as this changes the load on the coils.

You may have to test more than one power supply in the system to isolate which part is whining.

Hello. You could try a couple of things. If it really bothers you, call up ocz and get it replaced. They are great at rma's and will have it to you fast if you are okay not using your pc for a few days. If not, you fan go ahead and try to switch the gpu power cable to other one to use the other psu rail. Also, dust out the system with compressed air and baby/antibacterial wipes and also flip the psu upside down if there is mesh at the bottom and you don't keep it on the carpet.
