New/recently installed executables don't run but are visible in task manager.

I am using windows 8.1 64 bit on my desktop and it no longer will run any newly or freshly installed .exe files. The application shows in task manager under the correct name and Icon file but it is using only 1Mb of ram. You can't run the executables as an administrator and changing its location does nothing. I have no idea why this is happening. If any of my hardware matters I have an i7 3770 16gb 1600mhz ram and a GTX 760.

I think i may have figured out how to fix it (don't know whats broken i suspect registries) but I was missing one singular windows update so that fixed it after waiting about 50 minutes for it to update so backdating and then re updating may be a possible fix for those who are also having this issue likewise make sure your windows is fully up to date as well.
