In order to fix another issue with my network card I opened up msconfig and changed boot options to selective boot (or diagnostic boot). Now when I try to start the computer I see the Windows icon and the loading circle, but then the screen goes black and the backlight turns on and off. I have tried to boot into a repair USB and run the repair option from there, but it doesn't do anything. I have also done the spam f8 and try to boot into safe mode, which hasn't helped either.

Are you saying it won't complete a boot into safe mode, or that you can't even get to the safe mode screen to attempt a safe boot?

Do you have a prebuild system or a custom built system? In other words, did you build it or did it come from a PC manufacturer like Dell or HP?

If you can create repair media for the same version of Windows you are running on that machine you should be able to get to the repair screen and run the necessary repair option or do a refresh or renew.
