$400 Budget, Can I upgrade my parts or should I build a new PC?

So i currently am a League of Legends hardcore player, I play it every day and have been for the past year or so. I plan on only playing this game, because nothing else really interests me. But when I do play, I play at all "very low" settings and special effects turned off such as shadows, I get around a non stable 40-60 fps , sometimes i get down to 20 on bad days which sucks. I would like to achieve playing on maxed out settings with a very stable fps, 60 or higher perhaps, where everything is just smooth. One of the main problems i have is tabbing out from the game, it takes a while and sometimes it bugs and gives me a black screen.
Im at a budget of 400$ or maybe even 450$, am I able to upgrade with this computer?(I bought it already made back in 2010, im clueless when it comes to building pc's) or should i just buy new parts and built it myself? Thank you .

if you have a local micro center that you can walk into and use the hard drive and cd rom if there sata from your old pc.
you could build a newer pc. there a 99.00 combo deal on the g3258 and msi z97 mb. the r300 with rebate is under 50.00 and the 600b power supply is under 50.00 with rebate.

Suffer the framerates for as long as you can. This year will bring out new gpu series from nvidia and new cpus from Intel. Probably see a drop in prices from the slightly older generations. Buy your new pc in stages. Hunt down the better sales and deals, wait for rebates to come back and save! up as much extra cash as possible. The difference in playability between a $450 build and a $600 build is staggering. A $150 750ti will get you good at med-high fps, a $200 r9 280 will get you great at high-ultra. Think it over.
