i3 will get you performance on lower end games. i5 is one of the better options now. If you get an i3 it may bottleneck most games or only get you bad FPS. i5 like i said is great now and is getting very inexpensive. But remember in gaming the GPU is the more used prossesor. i3 would be good for just work though.

Your question is too broad. However I'll assist in narrowing it down for you.

First you need to consider your usage; what will you be using the system for? For gaming an i5 is beyond satisfactory, for general use (web browsing, video streaming, office work etc.) a Haswell Celeron/Pentium is adequate. For general use with more multitasking requirements, an i3 would be satisfactory.

An i7 would be ideal for heavy multitasking, video rendering in 1080/2160p video, heavy requirement for CAD/CAM or for any other use which is CPU dependant, whereby an i5/i3 would be limiting. I've only mentioned examples of usages, but usage varies dependant upon the user and their requirements.

Second, are you referring to desktop i7 v.s. i3 or laptop/mobile? Yes with all the above aforementioned, a desktop i7 is "worth the money" over the i3 ONLY if you require the i7 for your usage; otherwise if your usage is only web browsing for example, you won't notice a difference between the i3 and i7. Only if you require the processing power of the i7, then yes it can be "worth it".

If you're referring to laptop/mobile processors, a mobile i7 v i3, then perhaps. Remember you may not even notice a performance difference if you don't require the processing power of the i7. Mobile processor performance don't equal to their desktop counterpart, in fact mobile i7, i5, and i3 processors are inferior to desktop CPUs. I can't guarantee the i7 will be better than the i3 as each mobile processor varies; regardless if you need an i7 I would switch from a laptop to a desktop. Otherwise for a laptop you shouldn't need an i7, an i5 or i3 should be adequate.

As emphasised earlier, the i7 is only "worth the money" over the i3 if you require the additional processing power.
